: (1) If Nepali goods and services are competitive in terms of quality, quantity, price and availability compared to imported foreign goods and services, the contractor will purchase Nepali goods and services.
(2) If the Nepali goods and services are not competitive compared to the imported foreign goods and services, the contractor will be allowed to import all the goods and services required for the operation of the petroleum works after taking the approval of the department.
